Now that I look at it properly, you /might/ get away with a Basic
Telecommunications license at a mere 2,500 euro rather than a 'General'
Telecommunications license. The difference seems to be that the latter
can do voice and request telephone number allocations. So just hide your
VoIP gear when the inspector comes...
You also need a General license for the "provision of public
telecommunications services between network termination points". But if
it's just a private members club, I think you could work your way around
that.
