Yes, indeed. Sorry about my error on that point, which I noticed only
after posting.
But this gives me an opportunity to mention that the most-recent Debian
announcement makes clear why I saw no problems on kernel 2.2.19, despite
not having disabled compression: The Debian package was compiled with
an additional patch that aims to remove that problem. Judging by my
experience, it works -- and so I've now re-enabled SSH compression.
