You're on the right track, in looking at the configuration file.
However, you'll have noticed that the logging isn't very helpful in
such situations, and you don't see stderr when starting Apache via
its init script.
I've dealt with such matters in the past by running a bare Apache binary
directly from the root-user shell prompt, e.g. /usr/sbin/apache or
whatever it is on your system.
