I solved my problem with make bzImage on the 2.0.36 kernel.
Thanks for all the suggestios they were very helpfull.

It was done by putting a soft link called 2.7.2.3 in the
/usr/lib/gcc-lib/i486-linux
directory and pointing it at 2.7.2.1
