I'm no expert, but I mess around with it a lot.
/etc/X11/xdm/Xaccess has a bunch of stuff that is probably relevant.
Have a look at the comments in there. But /etc/X11/xdm/Xservers is
probably what you want to modify.
Of course, you might not be using xdm, but rather startx / xinit.
Looks like, in that case, you'll want to modify /etc/X11/xinit/xserverrc .
