why bother patching and compiling uml yourself? just get the binary
from the sourceforge page and run it - it'll run on 2.2.15+ and 2.4+
kernel.

(native kernel and uml kernel do not have to be the same at all. i'm
pretty sure. sure you could run a 2.5 and 2.4 uml on a 2.2 native
kernel)

so, as usual, my memory plays tricks on me. but i'm pretty sure linus
said he'd include it at some stage. (iirc - which more often than not
i dont)
