Generally (although Colm may have other ideas), discussions of
what's topical for a list are de facto topical for the list. If
there are a lot of these being sent to the list, and someone
insists that they're spam, off-topic, etc, then that is topical
for the list. At least, I see it that way.

Hardly the point - when 80% of a mail is disclaimers there's a
problem.
