the "mirror" perl script from Sunsite.ac.uk (if I recall correctly) does
it; just set some option or another ;) and it'll push instead of pulling.
sorry, don't have it installed here, and I'm offline.

Last time I had to use it was many years ago before rsync became *the* way
to do this stuff, and in those days it had problems with timezones (both
for push & pull); tz's threw off it's time-stamp comparisons. I had to
hack a kludge to work around that bug. :(

This may be fixed nowadays. I would say most FTP mirroring apps have the
same problem, BTW, since the FTP protocol and impls don't provide a way
to get the mod time of files in (time_t).
