I have an Athlon Duron 700 with 256 Megs of RAM, and typically about 10
Konqueror windows open, several shells, kmail, mozilla, emacs x5 and so on,
and rarely hit swap. I don't find KDE3 much slicker than 2, but it's
definitely no worse.
This is on Slackware 8.1, or RedHat 7.2 with the RH KDE3 RPMs installed.
