For something this specific I would use one of:
http://www.distrowatch.com/summary.php -> "Secure Server ... Distributions"
I've looked at little at Astaro and it seems very good (GUI config
for everything as it's quite specific). It has squid for HTTP proxy
and SOCKs for anything else.
