The problem is that you need apmd in order to switch the machine off.
More than likely, as the machine is not a laptop, the apmd module is not
loaded by default. Run /sbin/lsmod. If apmd is not there, try 'modprobe
apmd', and then run halt and see what happens. If it powers off this
time (which it should), then that's your answer, so put it into a
startup script. I'm not exactly sure of the procedure with mandrake, but
i'm sure one of the other fine folk on this list can tell you that.
