They are AFIK. MS even own the .rtf format which they change with every
release of Word.
Doubtful that MS would make the file formats opensource. Most of their
revenue comes from the applications.

You could try visiting http://www.wopr.com/ & see if there is any info
on the file formats there. It's a pretty good resource for office stuff
in general.
