We have about 3-4 users on our system with usernames of 12 characters and
they haven't complained of having any problems in the past 12 months or
so. The only thing that I did notice is that you couldn't instigate a talk
session to them (I think even when we tried the 8 characters, not sure
though).
But mail,smtp,popd, etc. have all run fine.

How did you create the users? When we tried we couldn't get it to work, so
we have gone for the manual way of adding the user and then going in and
editting the passed and shadow files manually :(
