what are the exact contents of the .forwards? due to how sendmail
works (or used to) the contents might all need to be unique.

file permissions. what are the file perms of working users? what about
users that don't work? $HOME and $HOME/.forward
last, since you have the source grep for that error message. see why it
happens. also consider using strace to track it (-f and -o will be
handy here, as well as an alternate port to run sendmail from for
the testing).
