It's a 25Mhz bus, not a 25Mb/sec bus.

Indeed. This historically led to a lot of (well-justified) hardware
snobbery between those who used decent hardware and those who used PC's,
which at that stage were limited to good old 4.77Mhz ISA, or EISA which was
just coming in at the time.
