Dermot,
Are you running "make xconfig" while in X-Windows? It will only work under
X. Similarly, make sure that you are in the correct directory before running
the commands (usually /usr/src/linux)
I had a similar problem lately with SuSE 6.2 and it was because I had failed
to install the Linux source files. If they are not available, you cannot
re-compile.
