For all your TeX needs: ftp.heanet.ie/pub/ctan/tex
in particular, since you say you need to use the TeX files on a
windows machine:

ftp://ftp.heanet.ie/part2/ctan/tex/systems/win32/

get miktex for your general TeX system. Winshell will give you an
editor and fairly graphical front-end (buttons which will run the
command line TeX commands).

Make your documents fairly portable by putting them in postscript. If
you need to edit them, best to stick to TeX (that way it will always
be easy to bring the documents back to whatever system you have got
them from, once you get the hang of it TeX is not so bad, I can
recommend a couple of fairly good online manuals if you like (mail
me)).
