If you're interested in 128K ISDN, then the easiest way to go is multilink
PPP. BONDING never took off since it was introduced some years ago, but
many people support MPPP.
Telecom Internet probably support multiple concurrent logins, but unless
they support mppp, this is probably useless because there's no way of
combining the two dialled channels together to get a single logical PPP (or
IP) stream.
In short, unless your ISP supports it, you're really not going to be able to
get 128K.
