it all depends on how the network is laid out. and even at adsl level
speeds usually the bottleneck is the net, not your pipe.

good. stupidity is not punished enough.
seriously, cable companies in the states have made efforts to reduce
this. also my understanding is that the next generation of cable
modems work differently - i think there's a new spec on how they
implement "broadband." not very specific i suppose, but that's the
general idea.
