Digging around in /etc/sysconfig/network-scripts reveals
        #note the trailing space in the grep gets rid of aliases
        grep "^$1 " /etc/sysconfig/static-routes | while read device args; do
            /sbin/route add -$args $device
        done

in ifup-routes.

So try something putting something like
"lo 140.203.1.130 netmask 255.255.255.255"
in /etc/sysconfig/static-routes and see if it makes a difference.

BTW -- is 140.203.1.130 assigned to eth0 ?? That would prob explain
why it keeps resetting upon reboot.
