This is unlikely to be due to not shutting down properly - since
e2fsck was run to clean the file system, it is reporting the
condition which otherwise goes unnoticed. This is just a symptom of
normal disk fragmentation, and unlike DOS, is seldom a real problem
under Linux.
Don't worry about it.

In there it says something to the effect....
"... there is a tool to fix disk fragmentation but it is so old it
is out of step with the ext2 file system and nobody ever used
it anyway..."
