No! Follow advise of others on this list. Just don't do it.
Dave's advise of another user with UID 0 with another shell is
a good way to go.
Why not change roots shell from sh?
Well, as said by somebody else, maybe some scripts run by
root won't take too kindly to be run by tcsh. I don't know whether
they will or not. Also, let's say /usr is mounted elsewhere, and
you find yourself with with a non-statically
linked shell as roots shell right after /usr thrashed itself...
